All Panther kits delivered on time to protect BAE Systems’ January programme deadline
The Challenge
An urgent operational requirement (UOR) was issued to upgrade 73 Panther vehicles to theatre entry standard. This required the rapid supply of new components, with strict deadlines and robust quality expectations. The project demanded:
- Fast turnaround for delivery
- High reliability and agility in production
- Technical improvements based on feedback
The Solution
We responded by:
- Delivering 73 kits, each containing 39 different parts (components and sub-assemblies)
- Scheduling Christmas working to meet UOR timescales, after receiving new component data and authorisation on Christmas Eve
- Making initial deliveries in the first week of January
- Incorporating technical feedback during the quotation phase, resulting in design improvements for robust product quality
The Results
- Project delivered on time, meeting all operational requirements
- All 73 kits supplied, with every delivery requirement met
- Controlled manufacture, qualified operators, and integrated systems ensured reliability and agility
- The efforts were acknowledged at the highest levels within BAE Systems
“Your efforts to achieve TES have been acknowledged at the highest levels, well done.”

Case Study:
Challenge – Urgent Operational Requirement
When global defence, aerospace and security company BAE Systems approached us, they needed support with an Urgent Operational Requirement (UOR) for Panther Theatre Entry Standard (TES) vehicles. Vehicles were waiting to be upgraded before being sent into operational theatre, creating a high level of urgency and requiring new components to be supplied on a rapid turnaround.
BAE Systems Panther, the British Army’s command and liaison vehicle (CLV), needed the new components to support the upgrade of 73 vehicles being customised to theatre entry standard, with tight deadlines protected to avoid any disruption to operational readiness.
Designed for strategic and tactical mobility with a high level of protection against anti-tank and anti-personnel mines, Panther provides operators with a lower vehicle profile while still giving a high level of crew protection.
Solution: Delivered on Time Panther TES Vehicle Sets
We worked with BAE to provide technical feedback during the quotation phase and implement design improvements prior to production to ensure the most robust product quality was achieved.
Despite only receiving new component data and authorisation on Christmas Eve, we mobilised a dedicated team over the Christmas shutdown period to protect the deadline and ensure the UOR timescales were met. First parts were delivered to BAE Systems in the first week of January. In total, we delivered 73 kits of 39 different parts, meeting all delivery requirements while maintaining service levels for other customer deliveries.
Impact: Universal Wolf “Acknowledged at the Highest Levels”
We have supported BAE for many years across a range of land system vehicle production. In recognition of our consistent supply of high-quality fabricated parts, we were awarded the BAE Chairman’s Bronze Award for our work on the Tactica vehicle production.
Our professional approach, controlled manufacture and integrated systems enabled us to deliver theatre entry standard BAE Systems Panther TES vehicle sets, consisting of 39 different components and subassemblies, on time and in full during the first week of January. The project demonstrated our ability to respond quickly under heightened urgency, protect critical deadlines, and deliver complex fabrication support without disrupting commitments to other customers.
